Berlin states that female and nonbinary swimmers may swim topless in public pools.

TRUTH PUKE’S TAKE: The authorities of Berlin want to make it clear that women and anyone who identify as nonbinary are welcome to swim topless in public pools if they so choose. The city and operator of its public pools will guarantee that men and women are treated equally when it comes to topless swimming, and that basic swimwear is required. Keon West, a professor of social psychology at Goldsmiths, University of London, recently told The Washington Post that Germans are typically tolerant of nudity, and that nudity is not considered sexual. Doris Liebscher, director of the city’s office for equality and anti-discrimination, applauded the decision of the operator of Berlin’s public pools to implement the regulations equitably. According to the German news source Süddeutsche Zeitung, topless women have been asked to leave public swimming pools twice in recent years, and a 33-year-old woman was asked to conceal her breasts and then ejected when she refused.

In the summer of 2021, a similar event occurred in a water park in Berlin. The ombudsperson’s office determined that the act was discriminatory, but the court denied financial compensation. This dispute over nudist swimming symbolizes the return of Europe’s pre-coronavirus banality. There are more than 130 naturist clubs in Germany, and the frequency of public nudity gained worldwide notice in 2020 when viral images showed the moment a nude sunbather in Berlin pursued a wild boar that stole his laptop. From nation to country, and even state to state in the United States, attitudes and regulations surrounding toplessness vary considerably. In 2020, a federal court found that Ocean City, a major beach resort in Maryland, may continue to prohibit women from going topless in public, citing the fact that “female breasts, but not male breasts, have always been regarded as erogenous zones.” In the 1930s, the majority of states in the US prohibited males from being naked anywhere, a policy that provoked riots at swimming pools and beaches.
