Elon Musk’s Twitter Compliance With Government Requests Undermines Promise Of Free Speech

Elon Musk’s ownership of Twitter has not resulted in the social media platform’s independence from political bias or support of free speech, as he had promised. In the six months since Musk took over, Twitter has fully complied with 808 government orders for censorship or surveillance, compared to around 50% compliance rate before Musk’s acquisition. Twitter’s self-reported data revealed a sharp increase in compliance, with not a single request refused since Musk’s takeover. Additionally, the platform has received a total of 971 government demands for content removal or personal data production.

The figures show that Twitter’s compliance with government demands has increased under Musk, with the highest requests coming from Turkey, India, and the United Arab Emirates. In one case from January, the Indian government ordered Twitter to take down all posts sharing footage from a BBC documentary on Prime Minister Narendra Modi, and dozens of posts were removed, including one from a local member of parliament. The compliance rate has increased despite Musk’s previous claims that Twitter was a place for free speech, where the government would not run the show from behind the curtains.

The data came from Twitter’s reports to the Lumen database, a public clearinghouse for takedown requests and other government orders received by online speech platforms. While Lumen’s data relies entirely on self-reporting by platforms, outside surveys have confirmed its accuracy. The sudden halt in Twitter’s reports earlier this month may raise concerns about whether the social media platform decided to stop sharing its data. The rise in government requests may have been due to recently passed restrictive speech laws in countries such as India and Turkey.
